Description

Summary

DWC has recently launched the Every Woman Housed Initiative to mobilize housing solutions for unaccompanied women and women with children residing without shelter in the Skid Row neighborhood of Los Angeles. The key components of this initiative are outreach and intake, short-term housing responses, and long-term housing solutions.

 

DWC is seeking a full time Outreach & Engagement Manager to oversee a multi-disciplinary team, including the Outreach & Engagement Supervisor, Clinical Case Manager, Intake Coordinator, Peer Specialists, and site-based Service Coordinators. The Outreach and Engagement Manager is responsible for ensuring contract compliance, quality assurance, program development, and support of the Outreach & Engagement Team. An ideal candidate will lead, inspire, and motivate a team of direct service professionals whose primary goal is to link women and women with children experiencing homelessness to housing. This position is a member of the Clinical Department, and will work in collaboration with other professionals, and report directly to the Senior Director of Clinical Programs.

 

Essential Functions

  1. Provide strengthsbased support to a team of Outreach & Engagement professionals, including the Outreach & Engagement Supervisor, Clinical Case Manager, Intake Coordinator, Peer Specialists, and site-based Service Coordinators working with unaccompanied women and women with children
  2. Provide fiscal and operational oversight of DWCs Every Woman Housed Program
  3. Track and monitor the program budget, and approve requests for client financial assistance, staff reimbursement, and program expenses as needed
  4. Develop systems to ensure that the program is efficient, effective, low-barrier, and meeting contract obligations
  5. Provide oversight of outreach and engagement activities, including field-based services
  6. Participate in and facilitate internal and external meetings and trainings
  7. Develop and maintain relationships with community partners, and serve as an ambassador of DWC and its mission and values by participating in community meetings/events
  8. Manage and coordinate staff schedules and report on staff work performance.
  9. Provide regular one-on-one supervision to direct reports and participate in weekly supervision with the Senior Director of Clinical Programs
  10. Ensure that staff are receiving comprehensive onboarding, training, and regular professional development
  11. Respond to any Grievance/Statements of Concern
  12. Comply with local, state, and federal laws and regulations around confidentiality
  13. Provide quality assurance to ensure that data collected and reported on is accurate and fulfills contract obligations
  14. Provide regular, written reports to the Senior Director of Clinical Programs and additional reports as assigned
  15. Additional duties as assigned to support the mission of the organization

Supervisory Responsibility
This role will directly supervise the Outreach & Engagement Supervisor, in addition to part-time and full-time Service Coordinators.

 

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

 

Position Type and Expected Hours of Work

This is a full-time exempt position. Days and hours of work are Monday- Friday 8:30 AM- 5:00 PM; with flexibility to work during non-scheduled days and evenings when necessary.

 

Travel

Regular travel throughout Los Angeles County is required in this position.

 

Remote

Option for hybrid work schedule, but with expectation to be able to work onsite full time when needed.

Qualifications

Required Education and Experience 

  • Education in Human Services, Social Work, or related field preferred
  • At least two years’ experience in program management preferred
  • Experience working in social services; homeless services experience strongly preferred
  • Program, contract and budget management preferred
  • Experience providing trauma-informed care preferred
  • Crisis intervention experience, and familiarity and comfort working with issues related to homelessness, substance abuse, mental health diagnosis, and history of trauma preferred
  • Ability to work independently and as part of a team
  • Oral and written fluency in English required; Spanish a plus
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) required

Required Knowledge/Skills/Position Qualifications

  • Knowledge and training in EBPs (i.e. Seeking Safety, Trauma-Informed Care, Mental Health First Aid) preferred
  • Strong knowledge of the complexity of poverty and women’s homelessness, mental illness, trauma, substance abuse, health issues, and older adults
  • Knowledge of local resources available to individuals experiencing homelessness preferred
  • HMIS experience preferred, with knowledge of data collection tools to track client progress
  • Excellent active listening and crisis intervention skills with ability to exercise and model good judgment
  • Strong interpersonal, written and oral communication skills; proven ability to communicate with diverse audiences
  • Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with data management responsibilities
  • Able to solve problems by being resourceful and using creativity
  • Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required
  • Ability to be flexible with hours when needed
  • Current valid California state driver’s license, insurance, and vehicle with good driving record

  • Must be a CA resident and live at least 75 miles from the office and must be available for in-person meetings at the DWC offices. 
  • Must provide documentation of a negative COVID-19 test result from the last seven days, on first day of hire. 
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire. 
  • You will be required to have received at least the first dose of COVID-19 vaccination to start employment with DWC, and second dose must be received within 30 days from the first day of hire.
