This role is a union position and covered by the Collective Bargaining Agreement with the Communication Workers of America (CWA), Local 1180. 

  

The Monitoring, Evaluation, and Learning Specialist (MEL Specialist) will conduct and deliver evaluations (Impact and Learning Reviews) of organizational thematic focus areas and tactics, spanning across membership engagement, grassroots advocacy, and Amnesty’s human rights campaigns. The Specialist will also provide capacity-building support to institutionalize learning from various reviews through trainings, debriefs, conferences, and other internal fora. They will work closely with the Senior Director of Planning and Evaluation on the quarterly and annual planning and reporting processes—including on data management and analysis—and build staff capacity for effective planning, monitoring, evaluation, learning, and reporting. In addition, the MEL Specialist will also invest at least 20% of their time on other cross-team tasks, as needed.  

 

The MEL Specialist will work in the Impact and Learning Unit and support the Chief of Staff (COS) Department to support data collection, framework design, and data analysis across the organization to assess the effectiveness and impact of AIUSA’s advocacy and activism efforts. The position reports directly to the Senior Director of Planning and Evaluation but works in partnership with the entire department to execute all monitoring and evaluation projects. This role plays an integral part in organizational reporting and planning.   

 

Essential Responsibilities  

Monitoring and Evaluation - 60% 

  • Design and implement Impact and Learning reviews through mixed-methods techniques, incorporating both quantitative and qualitative data for evaluation inquiry 

  • Analyze quantitative survey data in Excel and statistical software (e.g., R, SPSS) and provide both descriptive and advanced statistical assessments 

  • Analyze qualitative data in the form of interviews and focus group discussions for cross-cutting themes 

  • Apply data visualization techniques to create charts and graphs that present quantitative information through cutting-edge practices from the MEL field 

  • Implement survey administration processes for all MEL surveys to schedule their dissemination, reminders, and close-out 

  • Create resources, tools, and executive summaries of MEL content for organizational learning and capacity-building purposes 

  • Prepare brown bags and presentations for a variety of audiences to share information about evaluation reports, new methodologies, organizational processes related to MEL 

 

Organizational Reporting and Planning, including Data Management and Cross-Team Tasks - 40% 

  • Compile, analyze, and draft the quarterly Board reports in partnership with the Data Analyst and all respective teams 

  • Develop charts, figures, and written content gathered from report forms for a quarterly Organizational Scorecard 

  • Maintain a database of all progress indicators compiled and gathered by teams per quarter to serve as an organizational progress metric dashboard 

  • Ensure timely delivery of necessary data sets in partnership with Data Analyst to enable the quarterly reporting and scorecard process, through data clean up, pulls, and uploads 

  • Support creation and implementation of systems for quarterly reporting and planning (e.g. SharePoint Forms) 

  • Provide support and guidance to AIUSA teams related to data management to ensure the capture of necessary details for future MEL & reporting initiatives including data uploads and downloads, and data mapping 

  • Work across AIUSA units to improve data infrastructure including participating in working groups and cross-functional teams when needed 

  • Provide support to the Chief of Staff as needed on any other cross-team tasks 

Qualifications and Experience

Knowledge, Skills, Abilities 

  • Experience with interpreting data from multiple sources, analyzing results using statistical techniques, and presenting findings in reports required 

  • Excellent attention to detail in report writing 

  • Experience managing large datasets and statistical analyses required 

  • Ability to manage multiple tasks simultaneously 

  • Ability to adjust to changing priorities and deadlines 

 

Education and Experience 

  • Bachelor’s Degree and a minimum of at least 5 years of related work experience involving monitoring and evaluation; data analysis of quantitative and qualitative information, required 

  • Master’s degree in a social sciences field with a focus on research methods preferred or alternatively, 7 years of related work experience 

 

Physical Requirements 

  • Prolonged periods of sitting at a desk and working on a computer
