Area Manager

Position Purpose/Summary:

The Area Manager oversees Refugee Services program design and implementation, ensures organizational compliance with grants and contracts, manages effective delivery of services; promotes the involvement of local congregations and community members in resettlement and represents LSC in interactions with the State Refugee Coordinator, Lutheran Immigration and Refugee Services (LIRS), and other service providers.

The Area Manager builds a team of professional, dedicated and culturally-sensitive service providers. S/He develops and cultivates resources to support and expand program services. S/he represents Refugee Services in communications, proposal negotiations, media presentations, and program advocacy efforts.  S/he supervises, directly or indirectly, all paid staff. S/he guides staff in prioritizing service delivery tasks to ensure contractual compliance, timely delivery of core services, proper reporting, and, most importantly, to ensure that the needs of the most vulnerable clients are addressed.

  1. Develop, implement, maintain and evaluate strategic programs that meet the needs of LSC clients.
  2. Oversee the hiring, training, support and supervision of staff. Ensure that all staff are properly trained and given ongoing training opportunities including having a written staff training plan. Promote teamwork, coordinate the workload of staff, delegate responsibilities and hold staff accountable.
  3. Maintain timely and consistent communication with Refugee and Immigrant Services Management Team, LIRS, State Refugee Coordinator, local service providers, volunteers and community stakeholders while building strong working relationships.
  4. Monitor spending by program to ensure fiscal integrity and wise management of financial resources.
  5. Ensure accurate and timely completion and submission of all documentation needed for monthly financial billing and reports.
  6. Ensure compliance with all reporting requirements as stipulated by contracts with PRM, ORR, LIRS, LSC, SC/NC DHHS DSS or other contractors.
  7. Conduct regular programmatic audits of physical and electronic files to ensure quality of service provision and fulfillment of documentation requirements.
  8. Develop and cultivate resources to support and expand program services. Assist with developing and writing proposals.
  9. Organize and participate in community outreach and educational events to build community awareness, encourage community engagement with refugee services and their support of the various programs in the office.
Qualifications

Supervisory Responsibilities, if any:

The Area Manager supervises, either directly or indirectly, all Refugee Resettlement staff in the area office. Direct supervision of the following positions may occur: Refugee Services Coordinator, Outreach Specialist, Employment Specialist, Case Managers, Mentorship Developer, Education Coordinator, Teacher, Assistant Teacher and other positions as necessary.

 

Qualifications (Minimum Job Requirements):

Education: Bachelor’s degree and three years experience in management, administration and supervision or Master’s degree and one year experience in management, administration and supervision.

Experience: See above. Previous work experience with refugee resettlement case management and social services required.  

Specific skills/abilities: Must be proficient with computers and Microsoft Office software. Excellent reading, writing and verbal communication skills. Awareness and sensitivity to the service population’s cultural and socio-economic characteristics is required. Excellent interpersonal communication skills. Ability to work cooperatively with a wide range of organizations, including local, state and federal government agencies. Willingness to comply with extensive and rigorous documentation demands. Ability to calmly balance competing demands. Willingness to make tough decisions in an environment of constrained resources

Insight into human behavior and motivations. Possess compassion and flexibility.

Specialized knowledge, licenses, etc: Valid NC or SC driver’s license.

 

 

Preferences (Optional): (Preferred attributes for the position, which are not absolutely required in the minimum qualification -  e.g. masters degree, bilingual).
