Business Development Counselor

Responsibilities include but are not limited to:

The EDA Business Development program activities include, but are not limited to, the following ways of supporting small businesses:

  • Support business owners (1:1 coaching and navigation support to expert technical and financial assistance) with the following areas of business operations:

o Financial Management; including, but not limited to:

Loan Packaging

Financial Analysis

Profitability analysis


o Legal Support; including, but not limited to:

Small Business Establishment and Formation


Human Resource Management

o Accounting; including, but not limited to: Accounting & Bookkeeping

Business Taxes

o Procurement; including, but not limited to:

Certifications for government and corporate contracting

o Management/Operations; including, but not limited to:

Inventory Management

Restaurant Management

Grocery/food store Management

Industry-Specific Expertise (I.E. Manufacturing, Retail, Hospitality, etc.) o Opening a Storefront; including, but not limited to:

Locating space

Usage & zoning regulations

Tenant improvements and modifications costs

Lease negotiations

o Other areas; including, but not limited to:

Product Development

Business licenses, permits and other operating needs

  • Offer capacity building services in order to strengthen small businesses and entrepreneurs as follows:

    • Assist individual businesses in developing goals and business plans

    • Identify training needs: Business management, Bookkeeping, Marketing, and Complimentary Business Promotional strategies

    • Develop or identify workshops or training sessions to complement 1:1 coaching in key areas related to small business operations

    • Direct small business clients to appropriate business resources for their needs

  • Identify business technology services/offerings intended to reduce the digital divide and assist businesses with online marketing and promotions to generate revenues during COVID-19 recovery and beyond, Coordinate technical assistance with other vendors around digital marketing offerings and be prepared to help business owner setup the following:

o Domain name

o Branding

o Hosting platform

o Website design

o E-commerce platform


Black Economy Packages; Black Economy Network--Black Business Briefcase

  • Coordinate and conduct regular outreach to and gather detailed contact information for all Black and POC Owned Small (10 or fewer) Businesses and Franchises in East Oakland (primarily) and Oakland (Secondarily), California.
  • Contact Black and POC Owned Small (10 or fewer) Businesses and Franchises in East Oakland (primarily) and Oakland (Secondarily), California weekly utilizing multiple virtual methods including but not limited to telephone calls, emails, direct messaging on Social Media, text messaging and via other virtual means to: gather Information on Business Condition and Needs and Populate the BCZ Database, coordinate direct referrals to local navigators/business mutual aid networks.
  • Maintain database with information that tracks (a) engagement progress and outcomes and (b) community assets, resources, needs and challenges.
  • Submit all required and/or requested documentation/reports/paperwork.

  • Support the coordination, and facilitation of a small business alliance. Make presentations at regular and special community meetings, services, and/or events hosted by community partners, associations, organizations, networks, groups and municipalities

  • Position requires local connectivity to Oakland, CA and regular onsite canvassing. 


Physical Demands: 

Essential functions of the position require the employee to use a telephone, work at a standard computer terminal and be able to follow reasonable ergonomic recommendations, sit for long periods of time, repetitive motions, stand, reach, lift and carry 20 pounds, and bend. Valid Drivers License and current auto insurance required for logistics and event coordination.
