BUILDING AND PLANNING DIRECTOR
Definition: Under the general direction of the Assistant City Manager, provides leadership and supervision to a coordinated program of community planning and development, including comprehensive planning and building and zoning code administration.
Tasks: Plans and directs activities relating to the urban planning and development programs, including assignment, scheduling, supervision, and monitoring of Departmental personnel. Responsible for payroll, recommendations for hiring, reviewing work, performance evaluation, scheduling leave and providing work instructions for the Department. Maintains clarity of purpose and communications with staff. Ensures appropriate distribution and accountability for decision making and the authority to act. Prepares and monitors the Department budget. Attends staff, Council, Planning Commission, Board of Zoning Appeals, Historic Landmarks Commission, Building Code Board of Appeals meetings, Municipal Court and other meetings as required.
Coordinates and supervises the Citys regulatory functions relating to community development, i.e., building codes, property maintenance codes, vacant building program, zoning, and subdivision regulations. Provides technical and professional advice and assistance to Department staff, the Administration, Planning Commission, the Mayor and Members of City Council. Prepares special reports and maps. Maintains and implements the Comprehensive Plan through continued research and surveys. Recommends alterations, additions, or revisions to the Zoning Ordinance, Subdivision Regulations, or other regulations as may be deemed necessary by the Comprehensive Plan.
Integrates the plans and projects of the departments and with private business organizations in accordance with the Comprehensive Plan and other departmental objectives. Interacts extensively with the community. Writes/supervises the preparation of reports to the Planning Commission, City Council and other entities. Serves as staff to the Board of Zoning Appeals and Historic Landmarks Commission preparing graphic displays and presentations for the public. Oversees the preparation of the agenda for the meetings. Compiles and maintains land use and demographic data. Helps develop and maintain the GIS. Administers State Historic Preservation Office (SHPO) grants and the local Certificate of Appropriateness application process with the Historic Landmarks Commission.
Serves as the Zoning Compliance Officer Initiates and follows Departmental procedure in resolving violations. Provides the Board of Zoning Appeals with pertinent information relating to variances, special use permits, and appeals. Researches records to determine the owners and descriptions of property. Maintains the official Zoning Ordinance and Map. Attends neighborhood meetings to provide technical assistance and serve as a liaison between neighborhoods and the city. Performs subdivision reviews.

Working Conditions: normal office environment and field work and inspections
Qualifications: Bachelors Degree in urban planning, geography, public administration or a closely related field and five (5) years of experience, two (2) years of which should be in a supervisory position. An equivalent combination of experience and training which indicates possession of the knowledge, skills and other characteristics may be substituted for above qualifications. A Masters Degree in related field is preferred, as is AICP certification. A valid drivers license is required.
