This position will be a part of a cohesive and collaborative team of People and Culture professionals. We work hard, are passionate about our work, have fun. The position will be based at Cascadia's administrative offices located in NE Portland, near the Lloyd center. The position is a full time position, Monday through Friday, 8:30 am to 5:00 pm.

The Training and Development Specialist II works within the People and Culture department in coordination and collaboration with agency partners in development, implementation and facilitation of live and online trainings and materials related to the agency needs and objectives. The Training and Development Specialist II will facilitate primarily clinical based trainings which support direct care staff, among other trainings. They will provide opportunities for employees to maintain and grow their clinical skills and improve performance. With the high prevalence of trauma among individuals receiving behavioral health services, it is required the Training and Development Specialist II understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

Essential Responsibilities

  • In coordination with team leadership, assess agency training needs and work to develop and implement effective instructional material and live trainings.
  • Research and vet appropriate external training resources.  
  • Assist in Learning Management System duties including: creation and maintenance of user accounts, new and existing modules, training plans, and auto-enrollments; recording attendance; and running reports. 
  • Provide trainings designed to support direct care staff potentially including: Documentation Golden Thread, EHR Documentation trainings, Motivational Interviewing (MI) and Feedback Informed Treatment (FIT).
  • Provide trainings designed to support administrative and non-direct care staff in their job related activities and professional development.
  • Communicate effectively both verbally and in writing with all levels of staff and leadership.
  • Design and facilitate training for new employees in New Employee Orientation (NEO), students, and current employees in accordance with regulating requirements.   Develop training materials and coordinate training activities.
  • Maintain knowledge of core required trainings to provide backup for teammates as needed which may include ProACT.
  • Provide Continuing Education (CE) approved trainings where applicable and based upon experience and education. 
  • Support overall agency training needs as directed by leadership.
  • Provide input on all relevant documentation and procedural requirements related to training. 
  • Deliver on site trainings to employees across the agency and in the community.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.


Master’s Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR). Certification must be kept current and in compliance with the OAR’s.  

Professional licensure (LPC or LCSW) in the State of Oregon highly preferred. 


Three years of full time clinical experience required.

Experience providing behavioral health training on topics related to clinical documentation, suicide assessment, and motivational interviewing preferred.

Previous experience working with software such as Learning Management System (LMS), PowerPoint, and MS-Office tools preferred

Specialized Knowledge, Skills and Abilities:

  • Knowledge of principles and methods of training curriculum design and implementation
  • Ability to deliver teaching and instruction for groups and individuals   
  • MS Office applications
  • Ability to learn new systems and technologies 
  • Operate computer hardware and software at a level needed to effectively perform job functions
  • Enter and retrieve data 
  • Prepare reports
  • Ability to lift 20-50 pound boxes  


Be able to travel to various agency locations throughout the workdays with ability to currier training materials.

Physical demands:

Work is primarily performed in an office setting utilizing computers and other office equipment. The nature of the position involves extended periods of sitting, however there are some tasks that involve setting up rooms and delivering training materials to other sites. 

  • Occasionally stooping, lifting (20-50 lbs), climbing (stairs), crouching, and reaching
  • Regular sitting, standing, walking and keyboarding
  • Constant visual and auditory
