Summary: The On-site Manager will support tenants and HUD program by following HUD regulations and related policies and procedures to ensure tenants remain eligible for assistance and to ensure health and safety.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

Maintains regular office hours and is available on site when on-call for emergency situations.

Communicates verbally and in writing (text or email) with Director when a medical or behavior incident occurs, no later than 24 hours after incident.

Performs minor repairs and maintenance as the need arises, i.e., unstopping a sink, replacing light bulbs (when tenant is physically unable to) unstopping toilets, replacing filters when dirty, replacing outlet covers, replacing batteries in thermostat, setting up and monitoring portable heat/ac units, etc.

Submits maintenance requests through electronic maintenance tracking system for major repairs and maintenance problems.

Completes and documents monthly Health and Safety inspections of each apartment and community room, documenting and reporting any significant findings to Director. Completes follow-up inspections based on initial findings.

Transports tenants in ESA van for scheduled grocery trips and outings.

Conducts monthly tenant meeting with an agenda and planned activities/speakers/events.

Responsible for completing the following for assigned tenants and complex:

  • Annual Re-certifications
  • Interim Re-certifications
  • Annual utility verifications
  • Assist tenants with social service applications (i.e., SNAP, LINKs, LIHEAP, etc.)
  • Conducting tours for potential applicants/tenants
  • Collecting tenant rent and providing receipt to tenant
  • Print and review scheduled billing for all properties before the 1st of each month and utilize to make sure tenants are paying correct monthly amount due
  • Print delinquent and prepaid reports for all properties by the 11th of each month and follow-up with tenants who have delinquent payments
  • Complete and document quarterly emergency drills
  • Distribute annual HUD updates
  • Maintain case notes for incidents or concerns that include the date, time, names of individuals involved, location, and summary of incident or concern. Make available for review by the Director as needed.

Monitors property during scheduled work hours and on-call hours to ensure tenant health and safety.

Monitors vehicles and foot traffic entering and exiting properties and notes any patterns in regard to unusual increase of said traffic during scheduled hours to ensure tenant health and safety.

Complete required annual training and obtain HUD certifications as determined by Director.

Use person first language and treat tenants with dignity and respect.

Dress appropriately and professionally for the responsibility of the position.

While performing the duties of this job, employee will comply with all federal, state, and local laws and regulations pertaining to Easterseals Arkansas.

The employee has access to client-protected health information of the individuals directly served by this person, except psychotherapy notes. Employees will not attempt to access any other protected health information unless otherwise approved by Supervisor or Privacy Officer.

Education and/or Experience:

High school diploma or general education degree (GED) is required. Experience working with adults with developmental disabilities is preferred.

Certificates, Licenses, Registrations:

Valid Arkansas Driver's License

Current Vehicle Insurance

First Aid and CPR certification within the first 90 days of employment and maintained through employment.
